SAVE THE DATES! February 27, and March 6, 2018

You are invited to attend public workshops to review Phase I of the Work-In-Progress Draft Land Development Code on Tuesday, February 27, and Tuesday, March 6, 2018.

Walton County will be hosting these workshops to discuss the Work-In-Progress drafts of Chapter 2 (Zoning), Chapter 4 (Resource Protection Standards) and Chapter 5 (Development Design and Improvement Standards). This is the first part of Phase II of our Update project – Phase II is the Land Development Code.

The public is invited and encouraged to attend the workshops, learn about the proposed draft changes to the Land Development Code, and provide feedback on the proposed draft changes. This workshop is part of Walton County’s initiative to update both the Comprehensive Plan and Land Development Code to achieve a high quality built environment while preserving and enhancing the natural environment.

The public is encouraged to attend these workshops. Your input is important and will help the county ensure that the Comprehensive Plan continues to serve the needs of all county citizens.
The workshop will be conducted in two locations throughout Walton County for your convenience...

At the regularly scheduled Planning Commission public hearing on Thursday, January 11, 2018, the Planning Commission recommended approval of the following Comprehensive Plan Update amendments:

Public School Facilities Element

Repeal of the Public School Facilities Element with existing Policy PS-1.2.7(2) – a requirement for sidewalks for new development and redevelopment within 2 miles of an existing or planned school, to be incorporated in the Land Development Code Chapter 5, Development Standards, for new development and redevelopment within 1 mile of an existing or planned school.  

Intergovernmental Coordination Element

Approval of the draft language as proposed.

Capital Improvements Element

Approval of the draft language as proposed, with the understanding that the Capital Improvement Schedule is not included.

Infrastructure Elements (Potable Water/Groundwater Recharge, Solid Waste, and Drainage)         

Approval of the draft language as proposed, with a change to Drainage Policy I-1.4.4.2, whereby the County would initiate the stormwater utility study for the ordinance within 3 years.

These Comprehensive Plan Elements will be considered at an upcoming Board of County Commissioners public hearing for transmittal to the State Department of Economic Opportunity and other state agencies for review and comment.

Walton County conducted three public meetings to present the Work-In-Progress Draft Comprehensive Plan Updates for the Intergovernmental Coordination, Capital Improvements , Infrastructure (Potable Water and Groundwater Recharge, Sanitary Sewer, Drainage and Aquifer Recharge),  and Public School Facility Elements. These meetings were conducted on Tuesday, January 23, 2018,  at the Freeport Community Center in Freeport, FL; on January 25, 2018, at the Rosemary Beach Town Hall in Panama City, FL; and on Monday, January 29, 2018, at the South Walton Courthouse Annex in Santa Rosa Beach, FL.  Thank you to all who came out to learn about and discuss the proposed changes to these Comprehensive Plan Elements.        

This series of meetings is part of Walton County’s initiative to update both the Comprehensive Plan and Land Development Code to achieve a high quality built environment while preserving and enhancing the natural environment.

Walton County hosted three public workshops for the Walton County Land Development Code Update. The workshops were held on Monday, November 14, 2017 at the South Walton Courthouse Annex in Santa Rosa Beach; Wednesday, November 15, 2017 at the Freeport Community Center in Freeport; and Thursday, November 16, 2017 at the Rosemary Beach Town Hall in Rosemary Beach. Thank you to all who came out to provide their comments and ideas.

At the workshops, attendees were introduced to the Land Development Code update project and learned what the Land Development Code is, how it relates to the Comprehensive Plan, the scope and timing of the project, and how to stay involved. Additional discussion with attendees focused on the issues of monster homes, developing standards that promote compatibility between adjacent uses, and other issues raised by the attendees. The Phase I Comprehensive Plan Updates (including the Coastal Management, Conservation, Housing, and Recreation and Open Space Elements) were transmitted to the Florida Department of Economic Opportunity for state agency review on September 21, 2017. The Board of County Commissioners approved transmittal of Phase I of the Comprehensive Plan Updates at a regularly scheduled meeting conducted on September 12, 2017. Phase I of the Comprehensive Plan Update approved by the Board of County Commissioners included recommendations from the Planning Commission as discussed at their meeting conducted on June 12, 2017. The following documents are for Phase II of III of the Work-In Progress Draft Comprehensive Plan Update for Walton County and Chapter 2 of the Land Development Code.

These documents include the Work-In-Progress Draft Comprehensive Future Land Use Element, Economic Development Element, Intergovernmental Coordination Element, Chapter 2 – Zoning Districts of the Land Development Code and a Summary of the Changes in this Phase of Drafts.

Drafts of these documents were presented to the Planning Commission at a Special Meeting on August 21 at the DeFuniak Springs Courthouse. The Planning Commission deferred a recommendation on the update to Chapter 2 of the Land Development Code to a future meeting.
